I have a MSI GP63 8RE gaming laptop and I'm looking for help/advice on processor clock speeds.
I was having trouble with high CPU temperatures while gaming (reaching all the way up to 98-100 degrees constantly) and after doing a little digging, I found threads suggesting to undervolt the processor.
I used Throttlestop to undervolt to -65mV (that's what it was undervolted to when I bought the machine, but reinstalling windows must have reset it). But that didn't help. So then I checked the Power plan options and saw that my processor state was set to 100% for both minimum and maximum state. I then lowered the minimum state to 50% and the maximum to 90%.
Afterwards, the temperatures were okay, but the performance took a hit.
I fiddled a bit more with the maximum processor state while checking the clock speeds with HWMonitor, and for some odd reason, if the processor state is set to 98%, the clock speeds max out at 2097MHz (CPU temperatures max out at around 70-74 degrees while gaming).

But if I set the state to 99% (or 100%), the processor state goes all the way to about 3900MHz (and the temperatures shoot to 94-100 degrees).

Am I doing something wrong? How come the processor cannot work at something like ~3000-3500 MHz which would not cause the CPU to heat up so much?
Would be very grateful for any advice and/or suggestions that could help me solve this problem once and for all.

Post a screenshot of your ThrottleStop FIVR window - are you sure undervolting control is available? Because an undervolt should have helped your temperatures. Use ThrottleStop's built-in TS Bench tool to ensure your undervolt is stable.
You should also consider repasting your CPU with new thermal paste. Arctic Silver 5 is a reliable choice.

I just went to take the screenshot of the FIVR window and saw that my offsets were reset to default for some reason. Any chance restarts do that?
I will try to undervolt again, run the tests and come back with the results.
Also, is it safe to keep the maximum power state at 100%, or should I keep it lower?

I suggest you set the Windows power settings back to default and exclusively use ThrottleStop to manage your CPU.
Start with the undervolt; keep going lower on the CPU core + cache (keep the offsets the same) until it's no longer stable. Use the ThrottleStop guide http://forum.notebookreview.com/threads/the-throttlestop-guide.531329/unread thread if you have TS-specific questions.
