It all started with this fkn Win10 "Creators update" which made every game crash or stutter.
After uninstalling it again I had problems with my games, which didnt start any more.

So I rolled back to older nvidia drivers and games run good again.
BUT I noticed that now my CPU didnt boost anymore in game and clocks were as low as 1,4 GHZ!!
So I tried various nvidia drivers, but the problem remains!

Before that I had my 4x3,1GHZ 100% of the time, it NEVER throttled.
    look screen:

NO Thermal Throttling. Max Performance Power state, min/max 100%
In idle I have my boost, but when I play in fullscreen, when the GPU has 99% load, this throttling happens.

Pls help, this must have a reason and it never happened before.

    Try this.
    http://www.coderbag.com/programming-c/disable-cpu-core-parking-utility
And try Intel XTU to see if you can fix it or not.

Increase your icc cache max to 100A in XTU and up both Turbo power limits to 230

Also there are newer versions of some of the key MSI utilities that you may have to update.

What's the CPU Package Power when this throttling happens? Monitor your clock speed and Package Power in real time on screen with Hwinfo and RTSS.
