My MSI GT60 won't boot into BIOS or OS. When I press the power button, it comes on for 1 second then powers off. It keeps rebooting like this and nothing shows on the screen. I have to hold the power button for it to shut down completely. What is the issue? I can't figure it out? HELP

Could be a number of things, the first easy things to try are to Clear the EC, Have you tried removing the AC adapter and battery and holding down the power button for 30 seconds and then plugging in just the Ac adapter to see if it will power on?

The next would be to see if Ram could be causing the issue by swapping out all but one stick in different slots ETC,

Those would be a couple of things to try but if symptoms do not change, it could require a new CPU, GPU or Motherboard.
