    MSI 1651 ID3 Heat Sink

    on the heat sink is this foam type rubbery stuff. Do I install it with that on or do i remove it?

    that would be the thermal pads.
    If you value your computer working and not overheating, i suggest you leave them, unless you are an extreme modder and are going to replace them with copper and thermal paste.

    no do not remove those they are needed to run properly

    only on the gpu die and cpu die no where else. leave the foam pads on the ram chips and the northbridge
