    8GB DDR3 1333 RAM

If so what are the upgrade options? Can it support 1600mhz ram, newer GPU?

You didn't specify the currency, however if it's USD then that is a great price. Even though the hardware is last gen, you won't get a similarly powerful current gen machine below 1000 dollars. It does support 1600MHz RAM; I'm not sure about the GPU upgradability though.

New or used? New- yes. Used- no (just get a new Sager or MSI barebones). The i7 is a dual core, not a quad.

    Used.
I thought about that but I'd like to stay south of 1000.00 USD

You can get a Sager NP6165 with an IVB i5 and a 650m gddr5 for $950 ($900 ish after discount from LPC Digital). Same with a MSI 16GA. Better battery life/performance/portability/warranty make those worth an extra $150, imo.

Sorry, I meant 1000 or less for an entire system.
