    HOW DO I STOP THIS

    i've tried reinstalling a bunch of times...
    i've tried deleting every ATI/AMD file on my whole computer, +uninstalling, +ccleaner, then reinstalling...

    Have you tried doing a clean install of the OS? I had a similar situation on one of my ATI machines and when I started from scratch I was able to fix it.

    Go to safe mode and run Driver Sweeper to get rid of anything AMD related and reinstall the driver.

    Yeah that would most likely fix it but I don't have my things backed up so I wouldn't wanna go that route.
