So I went to repaste my cpu and gpu. The cpu is fine, but the GPU heatsink is not touching the GPU. I have repasted it 3 times now. The heatsinks looks right on top of the gpu but ever time I check my temps are crazy while idling. 74 degrees. Is there a trick to lining it up?

There are many things that can cause this.
    - Broken captive screws
    - Cable or other item getting under the heatsink
    - Factory design flaw

Most likely, it is one of these:
    - Not using enough thermal paste
    - Not screwing in the heatsink properly
    - NOT USING ENOUGH Thermal Paste

The directions on some Paste's containers say to use "a thin" layer. The use of the word thin is not a very accurate direction.
The purpose of this paste is to fill the gap between the bottom of the heatsink and the top of the processor due to the fact that both these surfaces are not flat.

If you are confidant that the heatsink is properly mounted and screwed, I would make sure you are being very liberal with your paste.

And by all means, do not use a credit card to distribute your paste.
I like to make several small piles(like the number 5 on a dice) and then place and secure the heatsink (you can remove the heatsink immediately to see if it was distributed well). If it is not, Use more!

Please let me know if that helps!
