    Apologies that was not my intention, I don’t believe I have posted this question on this forum prior.

    As an aside I’ve found a solution, after opening and flipping the motherboard 10+ times to test various things and reset the cmos...underclocking the ram to just under 3000hz by using either a 100 or 133 base clock speed gets the pc to boot into windows. The default and XMP profiles fail before or during the MSI screen.

    I’m tinkering with dram voltages now to see if I can get it to boot at the 3200hz rating.

    Anyone know where the VTT voltage setting is on this aptio American trends bios? I do have access to the advanced menu but nothing so far.

    Try increasing the uncore offset by +150mV under the uncore menu just under the overclock menu in the bios.

    You also need to add +150mV to System Agent Offset in ThrottleStop otherwise once you boot into Windows and upon loading the ThrottleStop your system might crash right away.

    VTT and VCCIO settings changing do not exist. You're at the mercy of whatever MSI sets for you. DDR VTT should be half of DDR voltage.

    The Clevo Prema bios allows VCCIO changing.
    As hackness said, Uncore offset=VCCSA.
    On some laptops with a half broken bios, if DDR voltage is there, changing it may also have no effect.

    GT75VR was only validated for 2400 mhz memory, just like GT73VR. GT75 Titan was validated for 2666 mhz AFAIK. Trying 3200 mhz memory in a GT75VR and it not working correctly is purely on you and don't expect MSI to help you with an unsupported configuration.
