GTX1070 in GT73 seems to have a way too low power target ?!?!?

I don't know if this has been brought up already but:
Did someone else try to OC the GTX1070 in a MSI laptop using the curve editor of MSI Afterburner and found that the power limit seems to be so low that the card can't even reach it's full potential in the lowest boost = basic state ?
Even if I limit the card to 0.8V it isn't allowed to clock over 1458Mhz most of the times in 3D Mark and other applications. This is really strange considering that the GT73 (in my case) is able to hold even the gtx1080 ...

I checked my readings using MSI Afterburner and GPUz. Even when the card is using the lowest voltage point available (0.8V) it seems to be throttled by the Power Target in 3DMark and some Games and isn't able to reach it's full potential.
I'm not sure about this but looking at my 3D Mark Scores this might have gotten worse with the latest updates to EC and Bios.
