Hoping someone can provide some help: I was playing Assassins Creed: Odyssey and everything was running great. All of a sudden the frames dropped from 80-100 to 20 and the game is unplayable. All temps for the CPU and GPU are with in the 70s range.
So I know there is no thermal throttle taking place. The laptop is not under locked and when monitoring the CPU is still reaching boosted speeds. I have reformatted, reinstalled, updated all drivers. The problem still isn’t fixed.
Now leads me to after this happening trying to play COD:MW Warzone, never had issues and the game ran smooth, since the AC: Odyssey issues Warzone has the same FPS drops and the game in unbearable. FPS normally is 100 and dropping to around 20. Here again I can’t find a fix for it.
While every other game I currently play....Valorant, CS:GO, Escape from Tarkov and others are still running great.
System specs:
i7-9750h
32gb Ram 2x 16gb
2x 1TB 970 evo plus in raid 0 (have tried raid and non raid same issue)
RTX 2060 flashed to 90w bios (issues was present with 80w stock bios)

Use DDU, remove your graphics driver, reinstall latest driver from Nvidia site.

I would suggest to use rivatunner/MSI afterburner and add voltage, current, thermal and power limits and alarms that are available to display while you game. Include %utilization for both GPU and CPU as well as clockspeeds.
Until I did a particular hardware mod on my GS75 I never had thermal throttling, but after the mod and having extra performance I had increased short bursts of higher temps, resulting in particular hard hitting stutters sometimes (not always) and I only got to know it was hardcore thermal throttling from the overlay in MSI afterburner. Its weird because the thermal throttling on this thing is way too aggresive- drops performance to lowest possible clockspeed for an instant, resulting in decreased instantaneous temps, then goes full back on- results in a weird mess of high FPS mixed with random drops and is super annoying.
At any rate this would help somewhat to maybe show what is causing it.
EDIT: Forgot to add, this stuttering happened at 82 Celsius onward. Before the mod I was gaming even at 80-81 and never experienced this violent stuttering before. Turing is way more aggresive in thermal throttling than pascal/maxwell. -

Try underclocking the GPU just to see if you never hit 72, and if you dont experience the weird stutter. Just to be sure its not a very low limit.
If indeed its a very low limit, you might need to dial back the vbios to 80w and repaste. -

Edit: For example, I've an older dGPU, 1070 Max-Q, I could do +215 at 80W but at 100W I could only do +189. -
Makes sense as at 100w boost clock alot higher is held
