I just got my new laptop in, and it seems that it is always using 14GB or more of RAM in idle. While running most games I get a "out of memory" error in Windows 8.1 Has anyone had similar issues or know whats up?
To verify a few common questions:
1) Yes Windows is showing all 16GB of RAM
2) No I haven't installed a lot of software
3) I am using an anti-virus, BitDefender, but that is not shown as taking much RAM
4) I do have Virtual Memory turned on, and being managed by windows. Current allocation is around 11GB
5) I have restarted, and tried a hard boot.

Use task manager, check which process is taking up most of your ram. Better, go to the performance tab and "Open Resource Monitor" to see. You might have some rogue program you don't know about. I haven't had any sort of memory related issues on mine.

Are you running games at a different resolution than your desktop? This is a common error I've had on many Win 8 machines. I may run my desktop at 3840x2160 and then run the game at 1920x1080 and I will get that message.
I just learned to ignore it and leave the error window open, don't close it or else it will just pop up again. It's never hurt anything and I've never actually ran out of memory or had any issues with it other than the message itself. The other solution is to change your desktop to match the game you're going to run but that just doesn't work for me. I've not found any way to disable that error message in my research.
I'm not sure if it's an intel driver issue or windows issue, so I'm not sure if and when we can ever expect to see a fix for it. I've gotten the message when I have more than half my memory is free/available, and the game is only using 2GB. It's a ridiculous error and I in my opinion has nothing to do with actually being out of memory.

I ran Windows Update, and it seems to have addressed the issue. Near as I can tell this was a caching issue. The previous screenshot shows 1024MB in the "Cached" descriptor, where now that number is 8-10GB. Not sure why this occurred in the first place. The caching issue persisted despite multiple restarts and cold boots. But at least the issue seems resolved for now. Should anyone else run into this issue, I recommend making sure Windows is fully updated.
