I've just recently purchased a new MSI GS60 6QE(Ghost Pro 4K)-241NL laptop in the Netherlands. While checking all the hardware, I found that the webcam is really bad... The pictures have pretty bad vignette with green color cast...
I attached a picture of the evenly lit wall in my room. As you can see, the small central part is much brighter than the rest. And no, that part is not lid with a flash light.

Is this normal?
I opened a ticket online with MSI, Surprisingly, without even confirming something is broken, they literally told me "please bring it to the nearest Service Center" and put the Polish Service Center's address there! I clearly put my location on my profile and this laptop is the Dutch model. Perhaps this guy is just stupid or ignorant, I don't know.
Maybe the webcam is faulty, or maybe it is what it is, after all this is a gaming laptop. But even my 800 euro Asus budget laptop's webcam is much better than this 2.000 euro laptop. Don't get me wrong. This laptop is a beast, aside from the webcam I have no complains.

Quality doesn't look good, but it doesn't look like a defective cam, either. How good is the lighting in your environment? These cameras don't have a great iso/sensor, so you'll see a lot of noise and some color discrepancies in low lighting.

The webcam's on the MSI laptops are not between the best ones. The reason why the tech give you a address from Poland is because there is no MSI service center in the Netherlands and that's one of the closest one to you.
