Do I need to have the OS installed to flash the BIOS?

I haven't flashed a Bios since freshman year of college.

No, the needed OS files will be the flash drive "win 98'
it will boot to a c:\ prompt
Copy over the msi flash files onto the flash drive after you used the HP util
    to make it bootable.
    Then boot onto the flash.
then type in the flash and hit enter
Then you can also type ecall and hit enter to update the EC firmware
Follow the pdf about resetting defaults and removing power after.

extreme-overclocking has had the files and procedure posted since 2007
    Works great

If you are unsure of yourself, have someone knowledgeable help as this is something you don't want to screw up at doing.
Never remove the power or shut it down while flashing.
It is rather easy, yet there are risks.
the included smi pdf file at msi will help as well as Z's written guide.
