Looking on CPU-Z I noticed that my core frequency is only 1596MHz on my T9400 CPU with a multiplier of 6x.

On my ram is says its speed is only 400MHz on my DDR800.

How and what program should i use to get these values up to what they should be? Also what program do you guys use to monitor system temps? thanks!

Dont worry, its just intel speedstep! It clocks your cpu down when idle to save power/battery/heat.

switch your scheme to performance if on vista and load the CPU and watch CPU-Z change ;)

Wow, I ran CPU-z and it reports the same thing in win 64-bit. I have a T9600. I can't speak to whether or not it is being reported correctly or not, but I'd also like some investigation here.

As for temps, I like speedfan.

    Oh of course, Speedstep.

However, the Memory is still rated at 400 Mhz.

Also DDR800 will run at 400mhz fsb. This is the way it works with intel CPU.

The CPU should automatically scale up once a load is placed on it, but you can switch the power scheme in XP to "always on" if it bothers you.
