The toolkit acts as a way to quickly diagnose and correct potential issues with Surface devices on your own. From the app's description:

The Surface Diagnostic Toolkit is the best place to start troubleshooting, and will guide you to the best support avenue for the quickest resolution, so you can get back to turning ideas into actions and accomplishing more with your Surface.
Prior to this, the Surface Diagnostic Toolkit was only available to download and install as an executable from Microsoft's Surface support site, where it is still available for devices other than the Surface Laptop. In fact, Microsoft's documentation specifically designates the Windows Store version for Windows 10 S.
