Is there anyway to do this without having to rebuild the kernel for an Intel CPU?

There's a PPA for patched kernels you could use if you trust the linux-PHC folks.

Hmm seems it impossible then :/ as they're telling me on their help site for it to just recompile a kernel. I'll just keep my voltages then and just leave it as it is.

Try out this, I've used it before to great success.

You don't have to recompile the whole kernel. Just the relevant modules.

edit:Thomas i guess i'm an idiot. I"ve just installed it, and it's not working. I cannot get it to run via cpufreqd. And also the readme doesn't say much about it. That program's obviously for people who can "magically" move through the terminal. I have seen no option to change the voltage setting. -
The "relevant modules" are no longer modules but have been compiled directly into the kernel since Jaunty. That's why you need a patched/reconfigured/recompiled kernel, and if you don't want to do it yourself you can use the one available in the PPA linked above.
