I was wondering that could my issue have anything to do with the fact that I am dual booting with Ubuntu? Maybe Ubuntu is somehow (dont ask me how, im just putting out ideas) denying me access to create files onto my C partition?

    Thx

If you're trying to access C files when running Ubuntu, I believe the default permissions that the C drive is mounted with are read-only. But, Ubuntu won't make any writes to the Vista partition unless instructed to do so.

    I doubt it's Linux specific.
Try taking ownership of your drive (as administator). There's some how-tos you can look up if you don't know how to do that.
