I'm using Omega 3.8.291, and when I try to set the clock manually low in ATi tools, it gives me some ridiculous number for the core, and when I tone it down to around 90 mhz and click on "Set Clock" it takes me right back up to the original 1300 or so.

Are you using ATi Tray Tools or ATi Tool. They are two different applications and ATi Tray Tools does not work with laptop chipsets. You will need ATi Tool Beta 14 or Beta 15.
