So I will be getting my laptop soon and it will come with Vista Home Basic preinstalled. Now I plan on upgrading to Vista Ultimate 64 bit, but here's where things get different. I can get an educational discount on Vista from my local university's store, so I can buy a Windows Ultimate 32 bit upgrade for only $34. From what I've read having one version of Ultimate entitles me to both the 32 bit and 64 bit versions of Ultimate, so what should I do to install the 64 bit version on my laptop?

I believe you can get the upgrade to 64 for your version for 5 bucks from a store like CompUSA.

You are only entitled to both 32-bit and 64-bit when you purchase a retail box version. If you order any version from Lenovo (including Ultimate) they will only give you the 32-bit version (excluding the T61P I believe offers 64-bit business in the custom configuration). They will not provide you with any 64-bit upgrade possibilities. Also, I called MIcrosoft and they will not provide a 32-bit to 64-bit upgrade option either (unless you purchase retail). I'm not sure about an education upgrade.

I think your cheapest option would be to get the education upgrade to Ultimate. Then, as Irfan37 pointed out, you can use the 64-bit "anytime upgrade" DVD that costs about $5 to convert from 32-bit to 64-bit. If you check the clean install guide link in my sig, it will provide links to those anytime upgrade DVDs and also explain exactly how it's done.
