Press F12 when boot up
choose config
disable CPU power management
Maybe lose some battery life.
I also found the slim/low voltage INTEL CPU has louder high pitch noise. Like X300/X301/T400S

Which processor/machine?
-
Approx. how much battery life will you lose? Also, if that is the equivalent of disabling Speedstep, is the CPU still able to run at it's highest frequency?
-
I'm not quite sure the speedstep.
In thinkpad's bios, it calls CPU power management. -
It's F1 and not F12 btw. But very nice solution!!! It really works I had a terrible noise (when not connected to a adapter) before but now it's gone..
-
A real fix would be to to beat the living daylights out of Intel and AMD for not giving a damn about it.
[Just to be on the safe side: this is no incitement. Really.] -

The cause of the high pitched noise is the CPU changing to C4 mode, which is where a big part of the CPU is powered down. This is different from SpeedStep, which dynamically changes CPU clock frequency. You could also attach a USB device to avoid the CPU entering C4 mode.
If your thinkpad has high pitch noise, here is a simple fix
