I want to program Fn+up and Fn+down for volume controls, among a few other things that uses Fn+(key) to control something.

The Fn+F2 for volume control is difficult to hit when I can't see the keys on the keyboard in the dark.

I tried a program called Sharpkeys but it does not do key combos, it only replaces a single key with another...I'm pretty sure logitech setpoint and Uberkeys combined can do it, but it's too much bloat...

Try out AutoHotkey - it provides plenty of options for remapping key combinations (specifically check out this part).
