Lenovo just released Power Manager 2 on 1.5.09. So far, I didn't see it available on the Auto Update utility but I found it when browsing the downloads page. So me being OCD about having the latest versions of software/drivers, I decided to download it. After the install, I found that my switchable graphics wasn't in the left click menu as it always has been. I right clicked and did not see it there either. Remembering what I did for the clean install (I went back to factory install), I did the following steps.

Restart computer -> go into BIOS and select Discrete graphics only. Let windows start and re-install the drivers. Did another restart to ensure functionality. Then I went back to the BIOS and selected Integrated only. I let windows start, and again it had to re-install the drivers. Once this was done, I entered the BIOS again and put the display to OS detect function and booted windows normally. Thinking I had it fixed, I left clicked on the power manager icon and the switchable option still was not there. At this point I was getting pretty furious because Lenovo updates are generally solid. So I right clicked and found it near the top (see screen shot).

Long Story Short: Switchable graphics in power manager 2 is on the right click after a couple of restarts.

Everything seems to work great with my T400 again.
