I have DVD recordable drive sonic DLA. When the files are not in use (I'm sure) and I want to eject the DVD in the drive, 99% of time I get a dialog that says there are files in use and can't eject now. So I have to restart the computer, and as soon as I click restart, then try to eject the DVD, the DVD drive green light would be on and I would succeed in ejecting--however the computer will be restarting.
The same also often happens to USB flash memory.
Why is this the case? Is there a way to fix it? Any help will be appreciated!

This happens from time to time. Although it is advisable to go through the eject procedures, you can actually remove the drive(s) once you think you have closed all the applications accessing them. I have done that with my system for just about everything. Also if you wait a while it will actually release the drive(s) eventually. Typically if i can't wait I just unplug and move on. Those devices are hot swappable so they're designed to be removed without the need for a system reboot. Follow the typical procedures for removal but its not a hard and fast rule your system won't crash if you remove the device(s) without shutting them down first.

Thanks for the reply. However, I could only remove *USB flash memory* (not DVD) the "hard way", without "ejecting". Just take them out. I can't remove the DVD: when I push the button to remove DVD, the light doesn't lit and nothing happens, except for the dialog "...some files are in use...". That's why the only way is to restart the computer.
Have to restart to eject DVD / USB
