Will new, Sandy Bridge Thinkpads still support installing Windows XP 32-bit edition natively on a separate partition? I have some very old Legacy applications that will only run pre-Vista. Even with all the compatibility mode tweaks, and everything.

most likely.   have you considered running XP in a virtual environment instead?   XP mode under windows 7 works well, as does XP in virtualbox.   the days of needing to dual-boot are fading fast.

Yea, I second this recommendation. Do the apps use any special USB device dongles or something that would preclude them from running in a virtual machine? If not, virtualization is probably a smart choice for your legacy apps.

Well, to be honest, they are older games that require something to do with 8-bit or 16-bi tor something like that... and I've never been very happy with Virtual Machine performance when it comes to older games running.

Yes, Windows XP should work fine on it as long as Lenovo makes drivers for XP. Since XP still has extended support from Microsoft, I would say it's quite likely that Lenovo will make drivers for XP well into the future.

I just bought a new Thinkpad SW510 preloaded with Windows XP Pro, and it works fine with 22 year old 16 bit Improv spreadsheet software and Smart Suite 9.7. They only supplied DVD's for Windows 7 32bit, but I expect they'd have Win XP for sale, or just buy one on Ebay.
