Hi, so, I am buying a iMuto 30000mAh Portable Charger X6 power bank.

Can I charge the Thinkpad x240 or a Thinkpad T440 with this by using a UCB-c to Slim tip converter? Its DC power, 5v/2A charging output from the power bank. I wasn't able to find the charging current for either of the machines so I am asking here if it's possible.

In all likelihood that's not going to work. You would need something like this instead.

Do the laptops that I wrote about need a higher wattage output?
Is the 5v2a current not enough to properly charge these two devices?
Also, can an X1 Carbon (earlier gens that have slim tip chargers) be charged by this? Or do I have to get a later gen X1 model (those have C-type chargers) to be able to use my battery bank to charge my laptop? -

USB-A is not designed to handle the sort of power delivery that charging a laptop battery requires. USB-C can do up to 30W. The pack I linked to above can do this or up to 85W over its standard 3-prong AC plug.

My friend bought this from a local vendor and gave it a good rating.
They claim "USB-C with Power Delivery: Fully charge the power bank with your MacBook 2016/2017 and charge your MacBook Pro 13inch with 45W of Power."
That seems to be more than enough wattage from a USB-C port, don't you think? -

Usb-c can provide up to 100W of power to a device (or more if they've exceeded the spec like the XPS 9575). I believe my X240 came with a 45w power adapter so I would think 63W would be more than enough. I can't comment on the usb-c to slim-tip converter however. Usb-c does negotiate how much power to supply, my worry is your tip may not be able to "convey" that to the adapter and allow it to step up to higher voltages/amperage.
