Does anybody know of a utility that can be used on ThinkPads to change the fan speeds or the temperature at which the fan comes on/off? I know this could be dangerous if not done properly but my fan seems to come on at around 37-38C and stay on perpetually. It's not really loud, but if such a tool is available, that would be nice.

Oh, I mean the CPU temperature. I just use CHC to monitor the temperature.

Doesn't CHC let you set the fan thresholds also?

CHC has that function but it's only good for select notebooks. Unfortunately, ThinkPads are not supported, so the area is grayed out.
