W520 is currently shipped with DDR3-1333 memory. Yet, Intel clearly state all the quad core CPU can support DDR3-1600. I am wondering will W520 bios take advantage of DDR3-1600 timing.

Since my W5520 will come with 1 x 4GB DIMM at DDR-1333 anyway, I should buy at least one more DDR3-1333 DIMM to match it up. And then I can buy another pair of DIMMs at DDR3-1600.

As i understand it, all of them would run at 1333 in that configuration.

Yes, quad cores can run 1600MHz memory, but as stated, it will run at the slowest speed (which is 1333Mhz from your other pair). Either way, you will notice no benefit going from 1333MHz to 1600MHz, so don't waste your money (only get it if it's the same cost or less).
