I'm getting this noise, but I'm not sure if it's from the fan or the CPU. I have tpfancontrol how do I COMPLETELY turn of the fan? Will putting manual and level 0 equal no fan? I still hear something and also feel a slight breeze even on level 0.

Try putting it on "Smart" right after you turn the laptop on. That way the components will be cool enough and fan shouldn't turn on. (Same thing applies with the "0" value.)

Can you describe the sound at all?

It's almost sounds like a fan, but I'm not sure. I also hear a chug like a hard-drive chug every once in a while. I never noticed this noise before until recently could cpu whine develop later on?

I have one on my y460 and it comes and goes whenever it pleases. Sometimes I can hear it with a background noises, other times I have to put my ear right on the laptop to hear it. Simply put, if it is a CPU whine it can be extremely hard to fix and unless it is bothering you to point where you don't want to use the laptop, I wouldn't send it in. Sending it in to get it fixed may not solve the noise and will just end up costing you a week without your laptop. I would still test and see what exactly is causing the noise.

to turn the fan off - put TPFanControl in Manual mode and set speed 0.

Im not sure what kind of sound are you talking about, but in my T410 I hear HDD spinning, which is normal and also the fan is loud when it decides to come on, mine runs at two speeds, either inaudible 2000rpms or very annoying high pitched 3500rpms which happens to be the case when working in normal room temperature around 20 degrees celsius, so my laptop is running loud due to fan noise all the time after I turn my laptop on.

I determined it is CPU WHINE somewhat annoying, but I'll have to live with it. I always thought it was just the fan.
