I bought this W700 on eBay for said price, used a major credit card to pay for it immediately, USD $40 to ship to southern Ontario, Canada. I also payed $35 on top of that for a webcam upgrade, which i also payed literally minutes after, with a major credit card over Paypal (in the form of an invoice).
The item still hasn't shipped according to eBay, and i ask you to pay attention to their "All laptops ship within 24 hours" comment posted right with the listing. This seller seems like a scammer to me, for one thing they provide no real proof that they are an "authorized IBM/Lenovo business partner", and there name is listed as "palmdecor". I payed for the item and the webcam upgrade on the 9th, and 5 days have passed since that Sunday, no word on when it will ship, or if it ever will.
How long should i wait before requesting a refund? Also does this seem like i got scammed?

Yeah, that's another thing, "palmdecor" is a top rated Platinum seller, i would always be sure to check feedback and "palmdecor" has only 1 negative transaction where the guy thought he was getting a brand new X200s when it was clearly labeled "used" in the listing, and even then he was fully refunded. This is weird... i emailed them asking if there is some sort of undisclosed "delay" for international shipments i am not aware of, as well as the fact i have waited 5 days for the item to ship, and it hasn't even been sent off. I am trying to look at the bright side, hoping perhaps it was actually shipped but they were too careless to tell me or issue a tracking number
Ironically, the reasons for this seller being "top rated" are stated as follows:
-Consistently receives highest buyers' ratings
- Ships items quickly LOL, not after i leave negative feedback (Y)

Hello, we do sell quite a bit of W700 laptops on eBay, in fact we stock the largest amount of them at all times.
We do state that most of the time we get laptops our within 24 hours. Yes, we do have times where we are 1-2 days late - and when the issue is our fault we always try to upgrade shipping service to make sure that our customers are happy.
We always respond within few hours through email and we always have our phone number listed so you can call anytime and we can answer any of your questions. Anytime when someone has called us, they know that our response time and our level of support is very high.
The issue that happened here was beyond our control, and it happened to 8 different packages. They were dropped off on Monday evening, and UPS has decided they it was haz mat and they needed to have clearance. We only got a call from UPS regarding the issue on Wednesday. This was the first time that this particular issue happened in 6 years, so this was isolated situation.
However as many people point out here, is that eBay/PayPal is a secure way of buying. If you have any problems you can always contact them and get your money back. However if you have any problems just contact us, we can answer any questions or help you out with most problems.
Customer service is very important part of our business, which is why we have so many returned customers. -
