My new 9 cell battery has been plugged in all day and has been stuck at 96% for hours, it will not charge past that. I have thinkvantage power management enabled and I have looked through all the options and cannot find anything that would seem to be causing this. It is set at "Always fully charge". Any ideas on what may be causing this?

Well, once charged the battery stops charging, and then it slowly drops. It won't start recharging until it gets below 95%. Unplug it, use the battery down a bit (say to 90% left) and plug it in again.

The gauge in the battery is probably out of calibration.. Probably need to drain the battery a bit and then recharge it. My old X21 was like that every month or so.

I believe you need to calibrate your battery as well. Let it run down to the automatic shut-down point of your system and then recharge it. You should calibrate every 2-4 weeks.

Read more about battery care in the battery guide.

You may need to calibrate it (I have no idea), but that's not related to the your charging issue here. It doesn't start charging until it drops below 95 or 96%, regardless of the power manager settings. marlinspike had it.
