I have a T60 with an Intel 3945ABG NIC, With the A/C plugged in my max bandwidth is 1.5mb on a 10m cable modem. If I unplug the A/C (run on battery) I get 6mb-10mb speed. I have tried 2 different bases and 4 different A/C modules. I give up. Any suggestions?

Check your power profile both in the Lenovo Powermanger and in the Windows manager to see if power saving is enabled while plugged in. That is all I can really think of :/
