    You dont have USB 2.0
Thinkpads with the P4-M or higher started having them.
T3x and higher models all have USB 2.0

buy a usb 2.0 card and then buy a usb 2.0 external wifi card.

plug both the tv tuner AND the new wifi card into the usb 2.0 card.

T23 has 2 PC card slots. If the front of a wifi card is 1-slot thick, use a USB2.0 card in the top slot, and the wifi card in the bottom slot.

If your going to try and shoehorn a USB2 card with a Wifi card into two stacked slots, make sure the cards don't don't have protruding ports or antennas that will block each other from proper insertion.

Wouldn't speeds suffer traveling through the PCMCIA interface, in-turn cancelling out the speed one would acheive from USB 2.0? I would imagine that slower speeds could cause a piece of hardware like a tv tuner to become unusable.
