How exactly has your windows broken down? Can you access the desktop or start menu? Usually, you can try reformatting your HDD by restoring your factory image instead of doing a full reformat and re-installing everything from scratch. Restoring your factory image formats your HDD but uses a hidden partition containing settings it had from the factory to restore it to the state it was in when you first purchased it.

You will need to get an Enclosure for your hdd, then put the hdd in there, then get your files off.
