System: Fujitsu S2210, XP, 1.6g proc, 2g ram

When I plug in any USB hubs it makes my computer fan run constantly. This occurs:
-Even when there are no peripherals plugged in to the hub
-Even when the hub is powered by an AC source
-Tried two different 4port powered hubs

My guess is that even though it is a self powered hub, the computer is still dedicating a certain amount of power to the hub. If that is true is it possible to reduce the power coming from the laptop considering it is running on AC? I don't have any drivers so I'm just using the default XP hub drivers but it recognizes it as a self powered hub.

Any insights or ideas to give my poor laptop a break would be much appreciated. Thank you in advance :)

    Bios update?

    windows upgrade/update?

Or you could dissconnect the power wires from the usb port (cut them).
I don't know if that is a smart idea.
