I know there is a thread for this, but it is 15+ pages long. Anyway, I wanted to know if it is possible to undervolt GPUs, RAM, or even the system bus, and if so, if it is safe to do and what tools are available to do so.

You can use cpu rightmark or notebook hardware control, to undervolt the processor.
You cannot undervolt the memory or chipsets.
You can underclock the graphics card with rivatuner (for nvidia's) or Ati power strip (for Ati graphics)

Yeah, underclock, but not undervolt. Seems like you should be able to, at least in theory. Oh well.
