I have a Seagate FreeAgent Go. On Windows XP when I use the safely remove feature, the external HDD slowly, but automatically powers off. On Windows Vista, the HDD does not seem to power off. Is just unplugging the hard drive directly harmful towards the hard drive? Wouldn't the hdd head not be parked?

It's only harmful if the HDD is actually working like when you're accessing files from the HDD.

Yes, it is not harmful unless you remove it while in the middle of moving a file, or using the HDD in any way.
