    What does it mean:

    Intel® Core™ i7-820QM processor, 1.73-3.06GHz

    What is the actual frequency???

It is the low end of that range, but it may clock a single core to 3.06Ghz if there is only a single thread consuming lots of CPU cycles.

    So, as far as i understand - i7-820QM processor, 1.73-3.06GHz is not better than c2q t9900 3.06ghz ?

It's not the same core so you cannot compare frequency VS frequency, although it should be similar. Also, T9900 is very high end and cost more than the 820QM AFAIK.

There is no such thing as a C2Q T9900 -- the T9900 is a C2D. As a result, the i7-820M is indeed better because the underlying architecture is better clock-for-clock and it will overclock itself fairly close to the speeds of the T9900. Only the QX9300 (and maybe the quad right below it) can match the mobile Nehalems and even then only in fully multi-threaded scenarios.

Does the 820QM hit 3.06GHz with 2 threads or only 1?

In other words... when you are doing normal tasks, usually that thing will be overclocking to 3.06 GHz... when you are doing CPU intensive tasks that are using up all your cores, it will underclock itself. It is still running twice as many cores as a dual core (up to 4 times as many threads), so the clockspeed is negligible at those times really.
