I'm planning on buying a MSI-1651 barebones kit and then installing all the extra hardware myself. I have a few question about installing the CPU. Which will be the Intel P9500. Specifically, the thermal compound and heatsink.

Basically, do I need to purchase a separate heatsink or does it come with the laptop? Also, does thermal compound come with the processor? I do plan on getting Arctic Silver 5 anyways though.

Also, what is a "mirror polished heatsink?" And what does it change/affect?

the heat sink should come with the barebone. thermal compound does not.
mirror polished basicly means the surface is very smooth, which is good for heat conducting.

The lower part of the heatsink could be polished because it will conduct the warmth better.

Just like a lapped CPU when you've barned it.

Smoother finish = improved surface contact area, which translates to better heat conduction to the heatsink form the CPU.

Allright, so polishing it is more necessary for the GPU. Thanks!

a smooth finish is kinda pointless. It is done to help increase surface area for contact between the cpu/gpu and the heatsink.
You really should not do this on laptops cause for one, you cant lap a notebook processor, cause their is no IHS, and its just a bad idea to do. It will completely void your warranties, which is not worth the maybe 1-2C cooler your system may run.
