the general consensus is that HM65-HM67 chipset is not compatible without a BIOS update from OEM. As such no one has bothered to actually try yet.

    :(

But a 2670/2760QM is guaranteed to work in a HM65?

Yes of course, architecture wise, there is no difference between a 2630qm and a 2670qm, same goes for the other second batch of SNB CPUs.

the only chipset that supports the change in the desktop area are the Z ones. Why would it be different in the mobile market?

The refreshed CPU's were the same archteciture, so there obviously would be no issue. Manufacturers don't want to deal with the plethora of BIOS issues/compability issues with introducing a new CPU into an older motherboard.

And TBH the jump to IB from SB isn't that much, 10-15% tops and there is not really worth it unless you are CPU bottlenecked.

If i put a 2670QM paired with a GT 630 (540M) will either bottleneck each other?

I'm having issues with Skyrim and M2033 on high.

lol, "will either bottleneck each other" is kind of a weird question. The only thing that can get bottlenecked is the entire system.

I think its probably your GPU thats not good enough, I don't think a new CPU will help much.
