Will it matter if i run 1333 or 1600? Most 1600 is 11 timings and the 1333 is 9 timings which is equiv or faster. I know it doesn't matter with desktop processors but unsure about laptops.

It will matter if you are going to use the internal HD4000 gpu.
The OS will just be a bit snappier... -
It will be using the internal HD4000 for non-graphical functions i believe because the 650m has optimus

If you have a discrete GPU, it won't make any noticeable difference. Only if you're relying on the GPU to play games, there may be a few FPS difference with slightly faster RAM. RAM speed is not a bottleneck during normal system usage, so it's not going to make your system any snappier, unlike an SSD.
