I am getting mixed signals about the battery saving power of a 4700qm, I know I won't see much of a different when I do heavy stuff (1080p videos, production, adobe suites) but will I see a significant battery increase if I just surt the web or type up a paper while listening to music ?

If the notebook maker you chose implements Haswell properly, there is no mixed signals at all:

As an example of 'doing it right', the MBA went from a respectable/class leading 7 Hours to 12. That is what I would be expecting from all the Haswell implementations (at idle/low load levels).

    See:
Comparing Apple's old and new MacBook Air models | iMore.com

When we consider that the screen, battery size/type and the overall performance of the MBA didn't change, these increases to battery run times are still significant... even if Apple grossly overstates them by an hour or two.

Hope the PC makers are as in tune with Intel to deliver similar results.

I heard that Haswell only benefits those ultrabook users but powerusers didn't really get an advantadge, I'm a poweruser about 40% of the time but I also want long battery life when I'm just surfing the internet / light task, also the product I'm looking at is in no def an ultrabook .

Just a precaution about the MBA benches, looks like ifixit have already teared one down, they found the battery has changed to become bigger capacity and higher voltage. Around 10% bigger on pure wattage.
