I have an external HDD enclosure which I use for backing up

I'm using it on my new dell precision 5510 workstation. It was working fine on one of the USB ports as I think one is more powerful than the other port so can handle power hungry devices but now the laptop doesn't recognise the external enclosure at all.

I've tried another external HDD and USB flash drives and they work fine. I've tried another cable to the laptop from the external enclosure but nothing. Ive tried the enclosure om another laptop and it works fine

When I plug in the external enclosure the laptop doesn't acknowledge that something has been plugged in and no sound is made. Nothing shows on disk management or on the device manager

What can I do to fix this?

    Hope someone can help
    Thank you
