So I just bought a dell inspiron 6000 with; P-m 2ghz, 1gb ram, 60gb (7200rpm), and ati x300 128mb, and I had heard that Dell systems come underclocked out of the factory. Is that true? and if so what can or should I do about it, is it safe to tweak it up a little?

Which Underclocking you are talking about? CPU or GPU? CPU speed varies with load from 800Mhz to 2000Mhz.
