    I was wondering were can I find a website that sells cheap dell batteries (cheap in price not quality), and has international shipping... I am looking for a 9 cell battery for my inspiron 6400....

    I'd check out eBay, lots of battery sellers there that'll ship anywhere.

    eBay is a good place to start. There are some risks involved in buying off-brand batteries, though. In exchange for a lower price, you give up some saftety and quality standards. You may or may not care about them, but they are listed in the battery guide.

    If it's a genuine Dell battery being sold by a reputable eBay member, it should be fine. Note the manufacturing date if possible.

    Reading through the battery guide would give you more information on the answers to your questions.
