so...what are acceptable HD and CPU temperature values?

I just installed Core Temp and HDD Thermometer.

    HD reads 39C.
CPU reads 49C...spikes up to 55'ish when I put a load on it.

    I have a dell lat d630 which consists of a Core 2 Duo T7300 and a Seagate 7200 rpm 120 gb

Are those temperatures with or without the fans running? Is the laptop on idle, or doing something?
I use I8kfangui to keep my fans always maxed and on full load i hit 62 cpu and 45 HDD... Idle they're at 42 CPU and 39 HDD. This is a somewhat warm room too.

CPU: Max temp (supposedly below 100) but i like mine below 80.

Wobble987's temps are good goals to not go above but the extreme top temps for most HDD is 55C 131F, For Intel 100C 212F AMD 95C 203F. The cooler the better it prolongs the life of both. Both of your temps are good, I assume this is at idle or low load? Your CPU seems a little higher than a lot of people report for Intel. But nothing to worry about.

Like powerpack said both of those temperatures are very good. You don't need to get concerned.

Never knew about i8kfangui. Just installed it..neat program...

Well the temp I posted is with the fan running slow 2500ish rpm. And laptop idling.

Won't the fan burned out when it's max out 24/7?

The fan will not burn out when running 24/7.

Most fans are designed to run for about 40,000-60,000 hours, which is about 3 -5 yrs non stop.

Do not worry about the fans burning out.
If they burn out in 5 yrs, then you buy the fan for $30.
Its worth the $30 to have the piece of mind knowing that your say $200 motherboard, $300 processor and $200 gpu are not burning out.
