The notebook goes to battery power when there's a power loss.

By default most laptops will shut down when they have about 3% or less of battery power. It is a safety setting that can be found in the power options in the Control Panel. Does that answer your question?

I think he's asking for a PC which will automatically switch on when power is restored after an interruption.

Unfortunately in my experience, most if not all PCs now have a 'soft' power switch which isn't really a power switch at all, just a signal to the motherboard - same with either a notebook or desktop.
