The first laptop will not start and the AC adapater light will not come on. so i am presuming all i need to do is replace that.

but on my second laptop the battery simply stays at 3% and will not charge.
its only been happening since yesterday.

Yea for the first laptop it seems like the batt. has discharged all the way and it needs charging so most likely yes the AC Adapter is dead and needs replacing. To be sure make sure the socket it's plugged in to is actually working...u can be sure by plugging in a different appliance into the same socket. And make sure all the wire connections to the Adapter is plugged in properly.

For the second laptop it sounds like the batt. memory is dead. You may need to replace that.
