Run a drive fitness test with any software, but if it's that new, I'd just ask for a replacement.

Well, it is normal that a hdd makes some sounds, are you sure it isn't a normal operating noise? Running some diagnostic software tool would be a good idea to start with. I use HD tune myself, it's free and fairly easy to use.

use HD tune and check your S.M.A.R.T readings. Make sure they all say OK
Could be just a louder drive, you can definately contact the manufacturer and ask them if the noise is normal. Which drive is this though? Hitachi or Seagate? Hitachi's are known to be quite louder than a 5400 RPM drive, maybe you are not used to it?

How loud is the ticking? You should hear some noise when the HDD is being used a lot, which will occasionally be when you aren't actively using it (defragging, creating System Restore Points - very often the first week or so, etc.). The 1999 Sony desktop I have makes quite noisy ticking noises (sometimes seemingly continuously, much more than three in a row) during periods of high hard drive activity, much more than my laptop hard drive, but it's been going strong for eight years now. Hard drives do make noise.

I got the Hitachi hard drive, which is supposedly louder, but I haven't found it too noisy, though it isn't silent. It makes noises you could qualify as "ticks", but I've never had a hard drive that doesn't. Unless it's alarmingly worse than any other hard drive you've owned, I wouldn't worry.

Yeah, all harddrives make noises. Mine does a clicking everyonce in a while. If I set the Bios to quiet HD mode, I can barely hear it.
