    when i press 0 or 8 i get: 08 , on holding shift n pressing 0 ( ))or 8( *) i get: )*

    when i press - or = i get: -= , on holding shift n pressing - ( _)or =( +) i get: _+

    when i press ; or k i get: ;k , on holding shift n pressing k ( K)or ;( :) i get: :K

    when i press \ or , i get: \, , on holding shift n pressing \ ( <)or ,( |) i get: |<

the same situation is with ([ or ] gives []),and pi (p or i gives pi)

for example if i want to type -

Probably need to replace the keyboard. Sound like the board cracked and/or it's shorting in that local area across the columns. Not sure why it's skipping the 9ol. column. Could try removing the keyboard and doing a visual inspection of the wiring to see if there's something wrong there, but the quickest and easiest way to be sure the problem is permanently fixed is to replace it.

i cleaned under the keys thinking it might be because of dust or crumbs under my keys. i even tried to reinstall hardware . i am planing to do a full win 7 reinstallation. do you think it will help with the problem ? :(

Call Dell and they can come out to replace the keyboard, or at least send you a replacement. If you are daring you can try unplugging your keyboard, and reseating the ribbon cable. You can find instructions by reading the Service Manual found on Dell's website: Documentation

Has the keyboard acted this way since day 1, or did it only begin recently? Instead of re-installing Win7, you could do a system restore to a date before the keyboard failed. If it's a software issue, then the system restore point should resolve it. But it sounds like a hardware issue, imho.
