No it doesn't come by default. I am not sure what other devices work with the receiver besides the Dell remote, but I am sure Dell has it locked down and not supported by many other devices.

You can order the remote from their website. It does not come with it for free. It is an option when you are building it.

The option wasn't there when I built mine. Not a huge deal, I don't know if I'd use it much, honestly. The option missing entirely was weird, though.

You can also use a standard Media Center remote, although you will
have to update the drivers for the IR to work with it. The benefits of a
    standard remote is :

It's larger and easier to handle/use.
If you already have one MCE PC in your house you can use
    your existing remote.
You can buy MCE remotes from more vendor's than just Dell.

I pulled this off of another forum..

"I hadn't yet thought of just seeing if there was an alternate compatible driver within Vista itself. So I went to device manager, chose the "Microsoft eHome Infrared Transceiver" and went to the driver update screen. Chose to browse manually and there was the current driver, and another called "Infrared HID Device". I switched to that driver and BAM, now my regular MCE remote works!"
